According to the Department of Defense,

The Coast Guard has DUAL ROLES.

In times of peace, the Coast Guard

protects the nation's coasts, ports, and

waterways through a variety of law enforcement,

search and rescue, and regulatory missions.

This includes enforcing laws at sea, protecting

the marine environment, ensuring the safety of

 commercial and recreational boating, and

 maintaining aids to navigation.

The Coast Guard operates under the

Department of Homeland Security during peacetime,

allowing it to conduct law enforcement activities that

federal law prohibits the military from doing within the U.S.

The Court of Valor is a Military Monument and we

do not lower the Flags to Half Staff for events other

than those Honoring Military related events.

However, POTUS can and has ordered the Flags

at Half Staff to show respect for occasional events

by Executive Orders.
